Is this glue reef safe?

Yes, Ethly Cyanocrylate is reef safe; however, I am not sure about that specific brand. Most adhesives will list chemicals that are part of their formula and if it lists EC as the only ingredient then it should be ok. I would also use a "Gel" version if possible. It makes it much easier to use. Here is a quick article on superglue and using it in an aquarium. Hopefully I don't get in trouble for posting a link to another forum. I want to use this brand for the scape. Once i get corals i will get the green gorilla which is thick gel if im not mistaken.
 
Ethly Cyanocrylate is just a fancy name for super glue. Its all about stable viscosity levels, what are you looking for? Aquascape with super thin ca and sand, or glue rocks?

I used a brand called Duro, it is reef safe. I used it for the aquascape which one already a bit stable but i wanted to be sure. For frags I will get the green gorilla glue since it is thick.

We also manufacture thick in 2 viscosities: 700 and 1500cps in 16 oz bottle.
 
Any of our thick variation, whether 8oz thick (700cps) or or 16oz variant in both 700 and 1500 cps bottle. Either will work, but 1500 will give you more set up time, where 700 will sure faster. Hope this helps! Dm me for exclusive r2r discount )

What would be better to glue together a piece of rock that broke in shipping . It is an AquaRoche rock that I want to put back together.
