Is this good or bad algae?

It is flat on the rocks and only looks green with the white lights on. It looks purplish with the blues on.

Without adequate grazers, these green algae will grow and cover your rock. I assume you by good algae you mean Coralline algae, these are not it.
Your tank seem small, too small for a Tang. I would use snails, even those that reproduce in our tank like Stomatella.
 
Hard to tell but to me that looks like the beginning stages of corraline algae.

It comes in many different colors and after setting up multiple tanks, I always have it appear as green corraline before it turns purple.

A closer pic of the rock would help
