No, not really a good thing. It's not the end of the world though. It's Green Hair Algae, GHA.
 
There's thousands of threads on GHA. Mexican Hermit Crabs and Scarlet Hermit Crabs will eat it. Turbo snails will eat it and keep it mowed down if you pluck it short first. Some Sea Hares and Lettuce Slugs will eat it too. If you can dip that part of the rock in a 50/50 solution of Hydrogen Peroxide it will kill it.

You want to find what is causing the problem. You probably have some phosphates that it is using to grow. Decrease feeding (within reason) and look in to GFO.
 
Agreed with kole.Look into adding gfo or maybe try some chemipure elite.
 
Excess nutrients cause algae. That can be from overfeeding ,phosphates could also be the cause. Test your water for nitrates and phosphates before adding anything.
