Is this guy reef safe wrasse?

Is this guy reef safe
 
As in qt not added sand bed but I will add cup of sand in qt
 
Yeah it's hard to tell what kind it it's from that picture. It kind of looks like a leopard wrasse. If it is it really needs a thick sand bed 2-3" will do, it is reef safe and very friendly to all other tank mates.
 
Hard to tell but looks a lot like a leopard wrasse. They will lay on their side when stressed just like your pic. Put a nice sized Tupperware filled with sand in there for it.

That is a male M. Bipartus (Blue star leopard wrasse).

Yes they are reef safe.

That's generally unusual behavior for them. However, in the absence of a sand bed they will lay on the bottom, but typically hidden behind some structure.
