Is this hair algae?

Good evening. I am getting patches of this all over my rock. It is dark green and looks like soft short fur. Probably no linger than 1/4”. Tank is 1.5 years old, zero PO4 and 2.5 NO3. I have a rabbit fish that has not touched it and snails leave it alone. Any suggestions? Thank you.
