Is this HLLE?

My Jewel damsel has this white spot on its forehead that (I think) is getting bigger. It looks raw, almost like an injury. He's eating well and seems happy?

Please advise.

That looks more like a bacterial infection. Is there redness? Or is that just lighting in the pic?
 
Does it have inflammation/redness in that area like a wound or infection?
 
White-ish areas like that should be watched closely. For facial areas, consider treating with Sulfaplex +Neoplex. These wide spectrum antibiotics work really well on these types of infections.

Just Move the fish to a QT and treat there.

I just got a few new fish that are living in the QT right now, I'll definitely try the Sulfaplex +Neoplex once they've vacated the QT. Thanks so much!

In the meantime, I've removed the carbon from the sump as I've heard that may be a source of irritation as well.
