It could be, hard to see. The main trick with ich is to observe the fish closely - spots that come and go over a day or two and generally increase in number are usually ich. Random white spots that stay in the same spot for days are usually not ich. Here is a link to some additional background questions that help us diagnose issues:

More pics. Clown gobi which would be impossible to get out of tank without a trap. Seems normal eating normal just these white raised spots. Under the blues looks like glitter.

45 gallon tank with following parameters

Nothing new added to tank. Running uv daily. Not other fish with noticeable issues except wrasse that is hiding.

this guy is cool but 10$ fish I’m not going to tear the tank up for him....so do I just let him stay in there or will it wipe out all my fish?

how can I get him out? Use a trap?

Figured. They all probably have it then. Any tricks to getting smallest fish alive out? I can’t tear up the tank

Fish trap OR look with a dim light at night. It should be semi asleep and you can quickly net it
 
Well I caught him easily but I’m I’ll prepared to qt
Being such a small fish, my choice of treatment would be formalin baths or coppersafe at low level dosage
