Is this lighting good enough for a FOWLR or will I end up with algae problems

WEll its a blue and white light so you shouldn't have an algae problem. Should do the job for FOWLR. Fish should look good I would think.

For FOWLR, your concern for light is really just such that the fish look good to you visually, as you don't have any photosynthetic creatures. As far as algae issues, those generally arise more from your nutrient exporting methods. If you keep them low, algae shouldn't go crazy. That's usually the case in any aquarium setup, really. That is a pretty cheap light as said above, but if it makes the tank look good to you, go for it.

Would It be sufficient enough for coraline algae to spread (this light will be temporarily for 3months, paying off things)

I think you will just have to see. Different types of coralline require different lighting. I think your water chemistry is the key. If you get stable water, you shouldn't have a problem.
