Is this normal for new fish

Fish has been in tank for about 1 day and hasn’t moved from this spot

O.K., if it was moved from low to high salinity, that can cause stress that will make a fish act like this. There is really noting to be done in that case except dim the lights for a day and see if it overcomes that stress.

There are other causes for this - but those would mean that the fish was sick when you got it.

The one true test to see how affected the fish actually is - give it some food. If it comes out to feed, then it is just being shy. If it doesn't eat, then there is some more serious problem going on.

My salinity is 1.026 and ammonia 0 only other fish I have is a baby clown and some snails- as I am writing this he is slowly moving around
 
try broadcast feeding..... then back away from the tank. None of my fish will eat if I'm too close, I need to move away.
 
assuming your parameters are within reason it might just be a matter of time. does the other fish eat? (what exactly?) how long have you had those snails? sometimes these can be an indicator of overall health of a tank. I've got this "golf ball" rumbling around my 20 gallon. had it for 5 years maybe? keep track of those inverts. GL.

The other fish eats perfectly fine and it’s brine shrimp and mysis shrimp snails only had for 3 weeks
 
Try leaving the room and spying on it to see if it comes out. I had a bangaii that was super shy and would typically hide when someone came in the room.
