So I was thinking about getting a snowflake eel and I found a reef builders thing about a 40 breeder predator mixed reef, would this stocking be a bad idea, 1 snowflake moray, 1 fu Manchu or fuzzy Lionfish, a lawnmower blenny, a pair of ocellaris or clarkii and a blue or white spot puffer

For inverts I was thinking a. Larger crab, conchs and serpent star and feather duster, I’m gonna have Macroalgae and soft corsl in the tank

I'd do either or, predators including the moray, or not.
and if you go with the snowflake, the tank top needs to be completely covered. they are escape artists.

Maybe a young snow flake eeel but id get a bigger tank if you manage to keep it long term. That can get 1.5 to 2 feet long. In a 3 foot long tank thats way too big of a fish

I'm a bit of a predator tank nerd, here's my thoughts. the snowflake is too small to live permanently in a 40 breeder, if you want an eel I'd consider a dwarf golden moray instead. The lawnmower blenny would get eaten by the dwarf lionfish, If you want a blenny, go with a striped blenny or another fang blenny, as they can defend themselves with their bite and are less likely to be picked on (i've successfully kept dwarf lions with striped blennies). Also the oscellaris clowns would be lunch, go with the clarkii's.

Here's what is suggest you go with;
-dwarf lionfish
-toby puffer of your choice
-2 clarkii clownfish
-striped blenny

maybe something on the bottom too, like a bluespot jawfish or bella sleeper goby
