Is this barrel safe for storing rodi water?

They sell those online too but I'm not sure. Def find out what was in it prior. If it's cheap you can always try it, clean the F out of it, put rodi h20 in it, and then test the water after a few weeks for tds, phos, and anything else. If all looks good, you may be okay, esp if the turnover is fairly fast. Try it on your tank, if your parameters start changing, algae blooms, sick fish, weird coral etc- scrap it.
 
Based on the top of it it looks like one of those barrels used to store soda mixes in restaurants. Regardless it looks like it's meant to be food safe, I'd ask the seller.

Even then a good rinse/soak with a 2:1 vinegar:water mix will make most containers reef safe.

You don't even want to know the type of crap I've used to store water/alk and calc mixes in

Personally I use 32 gallon grey brute cans from Lowe's to store water in, they fit perfectly on the little dollies they sell next to them. You can get two with the dollies for ~$100

The ability to have it on a dolly while full, is a game changer. Price is good too
