Is this Royal Gramma sick?

It's been 9m28d since the beginning of this condition: Royal gramma scales look "white"

What is it? If it is dropsy maybe fish could've died by now, because it's been more than 9 months.

The fish is still active but not as aggressive during feeding; compared to the little coral beauty angelfish in the picture.

Either rash from scratching due to parasite or other skin issue or if bloated can be depict or other bacterial issue
 
I tried many times to lure this fish into trap. But it is smart enough not to enter trap.

Months ago sometimes it scratched its body to rock; I was afraid it got white spots, but turned out like this.
 
to catch the fish, try to do this: shut off all the lights In the area, leaving the tank pitch black for 3 hours. Then, turn on a very bright light, the fish will be paralyzed, then net it.

I can't catch a paralyzed fish without destroying the reef, there's no room for hand, magnet algae cleaner or even a net.
