Is this sand fine for reef tank?

I wouldn't. Acrylic coated sand tends to break down in salt water.
Not to say that it couldn't be done, just not recommended.
Generally, in a reef or fish only salt water tank, crushed coral or aragonite is better

17 bucks for 20lb is pretty close to the amazon stuff. you can find deals and coupons, i'm pretty sure i found it for nearly 50% off when i bought it.
