Is this sand okay for a reef tank?

It should be safe yes. It is very fine sand though and will blow around a good amount in moderate or above flow. Reef sand is no more costly however and in my opinion a better choice, but again if this is what you want it should not hurt anything.
 
It is safe but it is a fine grade silica sand. You are better off with something calcium based to help keep stable ph. I wouldn’t use it.
 
I wouldn't use it due to the silica. I thought of using it when setting up my 150gal, but when I went to rinse it out I noticed a bunch of sparkling grains, like fools gold in it.
I decided on oolitic aragonite instead.
