What is this?
 
Looks like it might be the beginning of Dino's. Is it slime looking? Any bubbles in the strings?
 
Looks like cyano imo. Does it go away at night? Even if there are bubbles, it doesn’t necessarily it’s dino.

Edit: Is there any way u can get a microscope? If so, that would really help us diagnose it.
 
What are you Nitrates and Phosphates? I battled dinos for a bit till I got my nitrates up a little.

If you don't have a microscope, you could kill the lights for 24-48 hours and see if it shrinks away. Dinos typically recede after/during blackout, cyano not as often. Anecdotal test but it's an option if you don't have access to a scope.
 
So I should not use chemi clean? My sand sandbed does have some green algae
