Is this supposed to be like this?

I have always heard that carbons are not supposed be tumble. But as shown in the picture, there’s a gap on the bottom. They are not tumbling inside except a few tiny pieces but is this ok?

I tried to shake it and let it settle then slowly place the top foam in. It appear to be all compress but then when the pump is on, it pushes the carbon to the top leave a gap in the bottom.
