To me, that doesn't look like cyanobacteria.
It's not forming sheets or mats and there's no bubble formation from rapid growth.
If it doesn't blow off easily, that's also against cyano.
May just be some nonspecific algae growth. Possibly even a form of coralline algae.
An inexpensive wifi microscope would be useful here.

I gonna have to say that's not cyano. Reason I say that is I am going thru a bout with cyano at the moment and it doesn't look like that. My cyano creates sheets of red type algae on the sand bed and then worked its way onto the rocks structures. I am using Dt Tims waste away to deal with it and it is working.

Could be cyano but its hard to tell from the pics. Get a closer pic and does it easily blow off tbe rock? Cyano is not something to fear as it is easy to deal with and normally with natural methods. Micro Bacter Clean, Vibrant, Dr Tims Waste Away and Live Rock Enhance are all effect natural methods to removing cyano. Proper nutrient levels, good flow and well rounded clean up crew help reduce and prevent blooms.
