This used to be a brown invisible hitchhiker on a wild hammer coral. I didn't even see or notice it it as a hitchhiker for months until one day there was a neon blue sparkle at the base of the hammer. I fragged it into two pieces and let it grow out. Today it looks like the pics below. I have Cali Tort and Miyagi Tort growing at the same distance from LED lights as this tort, and they look nothing alike. The pics are under 12-14K light setting on G3 Radions Pros straight out of an iPhone 8, and under such "normal" lighting conditions, I think it's more colorful than SC or RR Orange Passion (minus the orange/yellow polyps). Third pic is two more frags I made.

So I'm wondering if it's anything special?

It looks like a pretty typical green and blue tip austera (called a tort). It is special if you think that it is - special is in they eye of the beholder. If you are asking if it is rare or if anybody has ever seen anything like it, then yes. You have been able to get this type of austera for about two decades, which is probably why it does not have a fancy name or high price tag. The Becker Tort will get greenish under lower lighting and more blue under lots more - if i had to guess, this is a pretty close version.

There is Miyagi, Yellow Tip, Becker, Copps Blueberry Miyagi and now the TapHill Tort if you want...

Becker Tort used to glow under 20k radium.

Ok thanks. I was going to give frags away locally to propagate it if it were special.

You should always give and trade some frags to the locals so that you can get the stuff back if something happens.
