Issues, low nitrate/phosphate :)

I'm experiencing low Nitrate (0.3) and Phosphate (0.0). There's not much nuisance algae, but there is a little discoloration on the rocks, and a small patch of red hairy growth in the back of the sand bed (cyano?). Tank has been running for 5 months.

Can you guys give me some insight, and maybe a course of action?

get a microscope and see what shapes the red growth is. I have a feeling it’s dinos because I’ve personally had this happen a few times over the years when my nutrients bottom out.
