Has anyone come accross this issue with DI Resin before it seems to disappear and then eventually channel and rise the TDS after repacking I get 0 TDS but this is the second time it's happened

Zip ties? You don't have to use those clips.

When I was new to reefing I used an RO/DI buddie from aquaticlife. Same issue as the DI is held horizontally. Zip tied it to the side of one of the other canisters, and all was good.

Agreed, DI resins should optimally be held vertical.

This link describes the issue:

Lovely answer describes and explains why it's happening in a clear way, I'll have to try and zip tie those clips to the side hopefully that way I can still remove everything without having to cut the ties makes you wonder why companies both may aswell just sell a 4 stage

You can always order another canister that has a mounting bracket and get a refillable cartridge for it.
Benefits it will be mounted securely in a vertical position and you will have a larger volume of DI resin.

Interesting. I have been noticing huge algae blooms on my glass after doing water changes and was beginning to suspect my rodi unit. My unit has the exact same filter setup as pictured here. Perhaps it is time to do a little engineering.

Probably I was getting about 20-30TDS out and before resin changed all pre filters and then replaced resin packed it in was 0 for a day then it did this and went up to 20 again packed it again and it looks like the picture with about 4 TDS but give it another couple days and it will probably be 20 again

Something is not right with your system, or it's not the right system for your situation. You should be only like around 1 or 2(high as 5)ppm after your membrane. The DI chamber only cleans up that last 1 or 2 ppm of TDS. It's not designed to clean up 20 - 30ppm of TDS. It's the reason you're burning through resin so fast

Without knowing his membrane specs and tap water tds it is hard to do the calculations of what he should have before di stage...

Very true, but Di resin is not designed to clean up 20 to 30ppm of TDS. Your membrane should be cleaning it up better then 20 to 30ppm out. Even at 300PPM TDS in(I've seen guys post 500TDS in, and only 3TDS after prefilters and membrane), a properly running system should still only give as high as 5ppm of TDS out of the membrane.

I see your across the pond, but perhaps a call into Russ @Buckeye Hydro would help get you sorted. They are by far the most knowledgeable on this situation, and are 100% into helping as opposed to just selling you stuff you don't really need.

Since I tagged them in this post, perhaps they will see it and respond?
