It just ain't happy..

Hello all, I have an anemone for about 10 months and he just doesn't seem to be healthy all the time. Occasionally, its arms will fill and be all grand and sometimes he's really retracted but most of the time his condition is reflected in these pictures. We do have another anemone in the tank and she is always full and happy. Any ideas?

250 Gallon system - 180 display - 40 sump - 30 fuge
Hydra 26 lights - David Baxby program
2- tangs
1- lawnmower
4- chromis
2- clown (does not guest in anemones)
1- bicolor angel
1- sea apple
cuc
ammonia through nitrate at 0 - fuge is full of macro and pods
SG at 1.025

Pic 2 is of the healthy anemone that is approz 5 times the size of the other. Both were placed in the tank about the same time and the large one has steadily outgrown the one I believe isn't too happy. The last pic is close up and I think gives a false representation. I am also believing it's a bubble tip but it's arms and tips are bland and of same size.
 
Doesnt look too bad. Try feeding small portions and see if he responds.
 
He will eat, and for the most he's responding. I'm not thinking he's got cancer, parkinson's or congestive heart failures. It's more like a lingering cold, a bad hip or psoriasis..... irritating but not deadly.
