JBJ CHILLER NOT COOLING WATER AS EXPECTED

My chiller has quit cooling the water as it did last summer. The chiller worked a week ago but has recently stopped cooling the water, all displays work as expected. I did the static test recommended by JBJ and everything seems to work correctly; display shows chiller activity, fan and compressor kick on as expected, warm air flows threw and out the rear of the unit. When performing the static test the unit chills the un-circulating water held in the chamber as expected, but when I turn on the flow the water circulating through the system does not cool down and the display shows ambient temp of the water in the tank. I tried metering the flow to 75%, 50% and 25% but still not chilling. Any help would be greatly appreciated. Chiller is 1yr old.
 
Have you tried flushing it out? I just took mine out for an upgrade and there was a ton of junk in it. I am thinking of doing some light vinegar soaking or circulation through it. Flushing it backwards really got a lot of junk out. I used a garden hose, so it was a ton of flow, more than my normal flow through it, and I also tilted it sideways while back flushing it.
