I think I solved the mystery of the Jebao UV sterilizer black gunk that I always read about online. After running mine for about 10 months I decided to replace the bulb as routine maintenance. What I found was that there is a plastic end cap meant to hold the bulb in place. This thing melts overtime. I just put the new bulb in without the end cap and it seems to work like that just fine.
