Jecod DCS-9000 split power cord

One of the pumps I Received in a lot buy with my new to me Carx is a Jecod DCS-9000. The power line at the pump has frayed (but no visible copper).

Can this pump be used for either a water change fill pump or even a freshwater return pump? Or is it just discard time?

If you really wanted to continue using it for water not going directly into your tank I think you could, especially if you are running it externally I would recommend getting some cheap heat shrink and applying that to limit contact on the internal insulation with the water.
