"Junk" in water

there is a ton of "debris" or junk in my water and I can not get it to clear. I have turned off power head, added a canister filter with new carbon, a hang on with new carbon filter and they have been running for 3 days with no results. The water is not clear at all. All fish seem to be fine. Eating normally and swimming normally. I'm not over feeding and this is driving me crazy. What can I do to clear this cloudy water. Hopefully you can see it in the photo.

Are your powerheads close to the sand? Maybe the top layer is unable to settle and is getting picked up by water currents?
 
I am guessing a bacterial bloom. Continue use of charcoal and water changes as indicated.
Test for ammonia and nitrates just to rule out a bloom brought on by decay.
Power heads should be on in the display, bacterial blooms can significantly lower the value of available O2 resulting in the death of fish and inverts.
Are you dosing anything to the tank?
 
How old is the tank? If it's debris you can use seachems clarity it will settle down in a couple of hours. If it's bacterial wait it out and stop dosing anything you might be dosing...
