Just changed return pumps and have some plumbing questions

I have a brand new 40g setup that I started with a Jebao 6000DCT pump, which ended up being way too much flow for my tank (c. 450-500gph on it's lowest setting). The overflow (glass holes 700gph) and pipes were very noisy. Today I changed the pump out for a Quiet One 1200 which runs about 260-280 with head loss. What a difference! The overflow quieted down immediately and you can barely hear the pump. Here are my questions. First, the water only goes up to about 25% the height of the overflow teeth. Is this a problem? Second, the water level went up in the sump, and covers the baffle separating the second chamber (dry rock, gfo reactor) from the third, which has the return pump. The skimmer section is still sitting at the right height. I know why the water level in the sump is higher, but wonder if it matters that the second baffle is covered. This is my first build, so any thoughts are appreciated!

It does not necessarily matter, but lowering the level in the sump is all it takes to go back to the normal operating mode if you should want to.
