All wrasses are born female, so there is how to sex them. That particular wrasse is still a juvenile. You can tell by the dots on it's fins. As they mature, those will fade away, but it may never turn male. It all depends on the individual fish.

Your wrasse is actually H. leucoxanthus aka yellow and purple wrasse or whitebelly wrasse.

Your wrasse is still a young female. As it matures and transitions into male it will lose all those spots and will develop striping on the face. The fins will also develop stripes. Here's a picture of a fully-developed male leucoxanthus:

Will it do okay in a 33long tank

That tank is only 12" tall, correct? That's pretty shallow for this wrasse to be kept in long term. Does the tank have a mesh/ screen lid?

@SaltyT I have a plastic top lid on it yes it’s like 13in
