Kessil 360 interior lens residue

Recently bought this light second hand. There is a ‘halo’ of illuminated residue whenever I turn the light on, which is interior (already wiped lens). It is in between translucent and opaque when illuminated, and fairly transparent when not illuminated. Is this affecting the PAR/PUR of the light? My other Kessil was crystal clear. Anyone else experience this before?

It looks like the seal is broken and some humidity has built up inside.
 
Do you think that would affect the intensity/life of the light itself?

Moisture in the light is never a good sign, particularly because if air can get in, so can salt (creep). And yes, it will impact the quality of the light it produces.

I would disassemble the light, clean, check the seal and reassemble.
