At what percentage of intensity should I run my kessil a160 given the height. I only have soft coral ex: mushrooms zoas anenome star polyps. The aquarium is a Biocube 14

Theoretically, about 4" from the water would give you about 20+" of coverage, so plenty for your tank.

It's only 40 watts, so I imagine that you'll want to run it close to 100%.

Using a light meter would be advisable – even if it's only a lux meter. (I use a $15 "LX-1010B".)
 
At 4" SPS can do very well with that light at 100%. See Here.
I'm no lighting expert but have been using the same lights for 8 or 9 months.

For what you have in there at 4" above water I think 60/70% will keep everything more than happy however the Lux meter is a very good suggestion. 100% could be too much as thats not a very deep tank. From your pic everything looks pretty happy just take any increases slowly.
 
I have 4 with a t5 supplement over my 75g, running a 12 hr schedule at 45/75 for the Kessils and the t5's come on when the Kessils are at peak and stay on for 6 hrs. Mine are at 8" over the surface, tank depth is 20. I have mixed tank and never used a par or light meter, but everything is happy and growing including a Maxima clam I added a little over 2 months ago that is sitting in the sand bed.
