Really sorry you're dealing with this! I know it's an emotional roller coater. In the photos you posted earlier he looked bad off so it's not super surprising he is reacting poorly when placing him QT but unfortunately this is the best option out of the two you have on your plate.

Why would he be doing worst in qt? Could it be the copper?
 
It definitely can be, copper is a poison and it's not easy on the fish ramping it up as quickly as you need to for velvet. Unless you have some chloroquine phosphate on hand, though, it's the best treatment you can give him right now

Could be the copper or stress related. How much copper did you add and what is your test reading currently?

I did 10 drops in a 20 gallon. Recommend is 20 drops per 10 gallons..
 
The copper level should be good, maybe reduce the copper by conducting 5 gallon water change and replace with water from DT. Did you transfer him back yet?
 
I think he’s going to need antibiotics sooner than later, do you have any antibiotics on hand? Also a bath in acriflavine, or hydrogen peroxide if it’s all you have on hand. He’s got a pretty severe infection on top of the velvet.

Is a air stone ok to use in a QT? Will it absorb the copper?

Highly recommend extra aeration in a QT. A powerhead aimed up at the surface where it is actively rippling the water surface provides the best O2 exchange. A good air stone will certainly help.

So the stone doesn't absorb the copper?
 
So I have a QT set up in my room for permit use. I used all water from the display, have all necessary equipment, heater, filter, powerhead ect... I just set it up so do I have to wait to put the fish in or can I just put them in now. Tested the water peramiters and they are all the same, as they should be. Should I wait a day then put them in or can I put them in now? I do have a bacterial sponge in there with bacteria on it from the display. I also added more bottles bacteria.
 
Is 10 drops of cupramine day for 4 days good to raise the copper?
