Our hands are tied on those exclusions—retailers like MD have to sign MAP agreements and are only allowed to discount certain merchandise when we are granted permission. In the rare instances when we have been allowed to discount those items, other stores are also granted permission so it doesn't really give us any sort of competitive advantage. It levels the playing field a bit for smaller stores but our customers sure find it frustrating.
