Layer of bubble in sump when using biopellets

I started using lifeguard sideflow biopellets reactor couple of weeks ago, I started with 1/4 the recommended dosage and the output is facing the skimmer input. I'm seeing a layer of bubble in the drain section of sapphire 34 sump. Is this normal?

It’s normal with carbon dosing.. bacteria build up! You can put a small power head in there to help with that.
