I am starting a new build, consisting of a 24"x24"x12" shallow reef. I do not want to build my own LED. Price range of $300-$500. I do not plan on keeping any SPS. Only mushrooms, ricordea, and possibly some LPS... I want some good color pop! Tank will be app.30 gallons.
 
I am extremely happy with my AI Sol Blues on my 100G mixed reef. Love the adjustability of the controller and how you can simulate the dawn to dusk cycle.
 
If you have your heart set on a led fixture, I can recommend Radion. Now that a couple new versions are coming out you might be able to find a gen 1 radion in your price range.
The program controls on the radion are so varied, you can do any type system.

Sounds like you're getting the same tank that I have, Rimless Deep Blue 30 gallon frag tank? I would definitely recommend the Radion over the AI Sol simply for one reason, the spread. The Radion's give you a much better spread without the spotlight effect that the AI's are know for. There's currently a couple used fixtures for sale in your price range.

I almost got the deep blue, but went with a guy on Ebay for a new acrylic AIO...I really like the look of the shallow reef tanks..Thanks for the LED info.
 
Since you don't want to do DIY, have you checked out the Evolution LEDs yet? I have the old school 120 watt light over part of my tank and I love it. This weekend I'll be checking out the new touchscreen controlled fixture at the Fargo Frag Swap 2013. I have been happy with the build quality and color rendition of these lights. More than likely I will go with them again when I finish off my LED setup.
