I'm starting a new tank this is my sump

The tank is 130 g and the sump is around 80g

My plan is having tangs, two anemones, sps and lps.

The lamp I have today is a 4 t5 54w each I plan to build my own led lamp this is what I have in mind:

5 white led 20,000 k 10w each
5 hybrid uv led 10w each
12 royal blue led 10 w each

What do you think and how long should I turn each group of leds?

wow 10w leds thats alot of power i would go with 3w cree you will have to keep your lights 3-4' above your tank atleast

I think with those 10w leds that you'll be dimming them to the point that you wish you would have just bought 3w leds

Ok so how many leds? And wattage? And how long should I turn them on a day?

I've never been a fan of some of the more popular 10 Watt LEDs.

A common 20K LED is simply 9 1 watt LEDs on a single chip. 3 Cree XT-E 5 Watt LEDs driven at 6 watts total produce more lumins. Thats a significant improvement in efficiency.

Also quality optics are difficult to source. Quality optics will double your PAR and reduce the spill/waste.

For a little more I would go with the latest 5 Watt Cree LEDs as your Primary and the then add some Cree XP-E2 LEDs to taste.

For a 400 watt MH equivalent you would need about 90 LEDs driven at 700mA with optics. You're looking at about 175 to 250 watt MH equivalent depending on the 10 watt LEDs you choose.
