LED Ramp Down To 0%

I am just curious to know if there is a LED out there that actually ramps all the way down to 0% or do they all seem to just shut off at 10-14%? Thanks!

Reef Breeders can go down to 1%.

Also, most DIY types that use meanwell LDD types of drivers will go down to Zero as well, as will some of the fixtures from RapidLED or MakersLED.
