LET Miro-4 T5 Retro wiring help needed!

I am installing a single 54w 48" system with two ATI bulbs. The wiring looks correct based on the diagram, but I am only getting a flash on one bulb and no response on the other. I have tried several combinations with no luck.. Can anyone out there help a guy out?

The outside blue wire goes to port #5 the outside red wire goes to port #2

The LET site says:

You plug in the ballast and one bulb flashes.
- In this case you most likely have an incorrectly wired end-cap or a defective bulb. If you have multiple kits set up and one of them is working correctly you can easily determine if you have a defective bulb by trying to fire the 'problem' bulbs in the working set-up. If both bulbs fire then you probably have a wiring problem. First verify that you have the correctly followed the wiring diagram included with your ballast. Then double check to make sure that you have wired each end-cap correctly. Re-fire. If you still are experiencing a problem, swap ballasts to verify that they are all working correctly. If both bulbs fire independently then you have a wiring problem.
 
Take your multi meter and make sure both ends of the lamps have continuity

You may have an open end.
 
I tested it, and I got a reading on the cap that flashed. Nothing on the other three. The wires are all connected, I'm not sure where to go from here
 
You need both bulbs plugged in to complete the circuit. My mistake thinking each bulb would turn on independent and regardless of whether both were in or not. Problem solved. Thanks!
