Moved all my live rock from my old tank to my reefer 250 last weekend. Friday the tank looked great, today not so much. Think Im having a mini cycle or just an algae bloom? I used two bags of live sand and all the rock was from my running 60 cube I tore down and moved over. Time for a water change?

Totally normal. You just upset a lot of things and have a nutrient imbalance. Just keep exporting it by siphoning out the cyano.

Treatements just hide the nutrient problem by killing the organism exploiting it.
 
Cyano. Just nuke it with red slime remover. If your tank is relatively new and still stocking a lot, do manual removable to keep them at bay. Once you slowed down in new additions, nuke it once with red slime remover and you will be done with it. That treatment shouldn't be used often though, and new addition always have chance to reintroduce. That's why the wait.

Havnt added anything real new just moved from another tank. It a bad idea to blow it off the rocks to get it into the water column for the skimmer to get?

It's not bad idea, that's a reasonable way for manual removal. Just in my experience from couple of my tanks, that never really get rid of them. But definitively start with that, maybe you will have better luck than me. I always start with manual removal as well. Just always got tired with it and nuke it at the end.
