1 system consisting of a 220 gallon display with 50 gallon sump connected to a 90 gallon system with 40 gallon sump.

If the 220 display and 50 gallon sump are open top and the 90 gallon and 40 gallon have glass lids, would the 220 and 50 be enough open surface for proper gas exchange?

Depends upon how many fish are in the system (e.g.; how much gas needs to be exchanged), the quality of the air around the tanks (closed up house or open to outside air, etc.), the temperature of the tanks, etc. Lots of variables, so really hard to so for sure.
All that uncertainty aside; I would say, "yes" - so long as there is good movement on the surface of the exposed tanks, there should be enough gas exchange for the entire system. Especially if you are running a skimmer and can feed it fresh air and/or using a CO2 scrubber.

Thanks for the help!

The 210 gallon and sump will be in wall with 24/7 ventilation running up through the attic and expelling outside.
