If i am running this in a reactor as a llace for bacteria to gow then why is it recommended to change 10 to 20 percent of it every six weeks. Seems like i would be throwing away that much bacteria each time?

Its just a way to replenish new bacterial source. If you want you can keep the old one as substrate for the bacteria to grow. But after a certain time there will be too much of it to handle so its better you discard a small amount of the old one.
