If i run my 250w mh for 5 hrs and the t5's for 8 hr. Tank depth is 18 inches. Light assembly is 5 inches above water line. Would much sps still grow. Even slowly. This way my other half won't have a puppy about the electric bill.

You could probaly cut the MH time quite a bit imo with that shallow a tank.

Even fewer puppies.

Difficult to say for sure without light measurements (PAR.) But my guess is that you're lighting is to the point of photosaturation if not photoinhibition.

^^^^^+1

The two 250 are probaly giving in excess of 1000 par each The two t5 about 100+ each.

Edit, at the top of the water.

I have had the rock now about 18 years. All the rocks are cover with coralline algae. No bear spots. All my tanks have been mainly fish only. (90 gal to 40 to 38 gal) moved with work. I am now going the try coral tank with maybe a couple of small fish. This tank has been fish free for over 7 months. All my parameters are now ready to add live stock.cross my fingers.
