Light for QT and eventually Phyto culture?

Hello,

I am looking for a cheap light for my 10 gallon QT and I came across this light. I am wanting to try growing phytoplankton in the future, would this light be a good thing to use for both of these purposes? Is there a cheaper/better light recommended for this?

yes, i got a few of those, turn it sideways and light your bottles from the side.
