Light shocking us when touched...

My daughter had this light on her tank (Deep Blue SolarMax HO 24"). It has shocked us several times. I have taken it off the tank.

Is there a way to find out what is causing it to shock us? What do I need to look for? I don't mind taking it apart and I have a voltmeter if that is of any use for this issue.

U are the ground somehow.
That means the device doesn't have one or ur outlet doesn't have one.
 
I am pretty sure the outlet is grounded. I remember testing it with the voltmeter.

I just felt a tingle from it, my daughter's arm was shaking after she was shocked :0/

I know just enough about electricity to be dangerous lol I have replaced outlets, light fixtures, ceiling fans, hard wired garbage disposal....all thanks to YouTube videos lol ::: off to find YouTube video on testing if an outlet is grounded::::

Bolt meter if u have one if not u can buy a device u plug into the outlet and it will tell u everything about it for like ten bucks or ground power neutral
 
Outlet is grounded. Just tested with meter.
