lighting a 10 gal tank.

I would say no. The issue could be trying to add new coral to the tank since you have no real room for light acclimation. If you have the tank and have the light then it likely wouldnt hurt to use it. I wouldn't suggest buying a 175w MH for a 10g tank though, unless you want an all SPS high light tank. Only real problem I would have with putting a 175w over a 10g is the ammount of light being cast outside the tank.

It will be in spare bedroom and i alrwady have ballast and bulbs. I was using on my 110 gallon but just moved up to 250w and i dont have light for 10 gal

in this case, use the 175. You may have to acclimate some coral to the light. Just don't expect much from your dedicated low light coral such as mushrooms. If you have difficulties with acclimating coral to the intensity of the light then cut the time the light is on. 4 hours of light a day would be plenty then increase from there depending on how the coral react.

I do have a double t5 fixture also. Its 108w but they are actinics. Would that be sufficient enough for some sps and lps.

The double T5 would not cut it for SPS, except for maybe some monti's and birdsnest...maybe. And they would have to be ATI bulbs or something similar. If you can make it to where you can adjust the height of the MH, just use that. You can acclimate things by raising it and then slowly lowering it.
