My tank is 9" deep, my t5 fixture is about 17" high above the water line, and about 24" from the frags. Since I have such a shallow tank, does that mean I am giving the corals too much light since there isnt much water volume once the light hits the tank? Or is everything ok since I have the fixture about 2' high?

What kinds of corals do you have? Are there types with different needs? That would be the only issue I would think would come up, because you have no leeway.

Yeah zoas and palys are mostly pretty flexible about lighting. I find that some colors like bright reds or blues tend to like lower lighting (at least the ones we have experience with) so that would be the only hitch. Basically, if they grow, you are good.

The par of the light is actually reduced by the total distance from the bulbs and not just from the water down. there will be some difference with the par decrease between distance in air compared to distance in water. The difference between the two is surprisingly very little and shouldn't have much effect. I have some aog in my tank that are pretty high up, probably 11" from a 6 bulb t5 fixture and they absolutely love where they're at.
