Hello fellow 3Reefers!
I had a question about the lighting for my upcoming tank. I purchased a 24 L x 24 W x 12 Height rimless 30 gallon aquarium. I plan on adding a 1-2inch sand bed so this will be a relatively shallow tank.

Would the Orbit Marine LED light suffice for most corals? I understand this is a relatively weak light, but some of the features are pretty neat.

The other option I am considering is the Reef Breeders Photon series; however I worried that due to the shallow tank I would never be over 50% power, thus never using the light to its full output.

I would like some type of "ramp up" and "ramp down" ability. Please let me know if you all have any suggestions.

I would not use the Orbits, those LEDs aren't strong enough for you. Reef Breeders would be a much better choice.
