I am having a problem with my current USA ic loop system lights are flickering could it be a controller problem

Have you tried resetting your controller? Check all the connections and then all of your outlets. Had same issue. Mine ended up being caused by using one of the energy efficent power strips.

Yes I have checked everything and got a new power bar still no change could it be the controller

It could be. Have you bypassed the power bar entirely
