I use a loop on coral QT tank and keep it right above the screen top. Should be able to keep chalices an other low lights happy, but as above, more information will be more helpful for better advice.

Looks like that fixture is 48 watts when cranked all the way up. Nothing wrong with the fixture, it's just really wimpy. Standard 90 gallons are 24" tall, too. I would get something more powerful.
