Dont really know one right now but lets go with 700

High end: kessil, radions, orphek
Mid: Maxspect jump, aqua illumination, noopesyche, reef breeders
Low end: Black box LEDs (for ex. Viparspectra... they are the best for black boxes)

T5: best fixtures are ATI but aquatic life makes good ones

Hybrid LED/T5: aquatic life

2 ai primes, maxspect jumps, or a reef breeders fixture will probably fit that budget. Something I would do here is get 2 kessil a160 tuna blues

Sorry I didn’t realize you said 700. I would do 2 Radion XR15S or 2 Kessil a360x and you can grow anything. It would probably cost around 900$ though
