I do this on occasion via the local reef club as well as Craigslist. However with you being in Florida, there are more restrictions so it would be best if someone from down there could give you the state specific regulations...
In order to frag you would need the following:
Cutting tools: Bone cutters (or side cutters), hobby knife (xacto), bandage scissors
Glue: Either the coral glue online or if you want to do it cheaply just go to the dollar store and buy the super glue gel. I get packages of 3 tubes free after rebate at a local hardware store on occasion.
Plugs or Rubble: Plugs are easier for holding frags on racks, but many hobbiests don't really like them. I have found that local clubs like rubble (busted up live rock) while Craigslist buyers will pretty much take any base you have on the coral. Plugs are available from many different Reef2Reef sponsors. Personally I like the Oceans Wonders plugs as they have a nice rough top to glue to and are heavy so they don't blow around. Otherwise the ceramic fired ones from CeramEco blend in really nicely with rock structures.
Racks: You can either buy these or make them. I have bought 3 different racks and didn't like any of them do I DIY'd my own style. There are newer ones out that look cool, but I don't need anymore racks

. I use a mag float with the Eggcrate (light diffuser) glued to the mag float with superglue. Then I spray it with Krylon Fusion (Potable water safe spray paint) to make it look nicer. This gives you the flexibility to make it however small or large you want. Plugs sit well on the racks while rubble tends to fall off too easy.
Price the frags competitively and they will sell...
Another option to consider is seeing if an LFS in your area will take them in on trade for cash or store credit. This way you can fund your hobby with the hobby. I did this for awhile, but ended up making more flexible cash selling to others outside the LFS trade in...
