Little guys need and ID!

What are the names of these 2 little guys? Are they safe to put in a reef tank?

One is a puffer but man that's really small, some are save and other aren't.
That black fish I assume is hard for me to get a ID of in current pic.

These guys were being picked apart at the beach this morning by pompano. I know it's nature but they are so young. I'm thinking the black one is a Domino Damsel. For the record I normally leave nature alone.
 
I'd stay away from the Dominos, as with most damsels, they are pretty aggressive as they get larger.
 
Ok... so I've backed off the theory of the Domino but I still cannot find any info to identify this fish. Domino shape... black with a white strip on top of head. Pelvic fin is clear/colorless.

Might be a juvenile File Fish type, that would make sense and the body shape is similar.
 
It's definitely not a trigger and it doesn't swim like a file. It's got the frame of a domino damsel. I'm at a loss.
 
While in Florida (panhandle) a few weeks ago, we caught (and released) numerous file fish, pipefish, puffers, and some kind of small fish like a blenny or goby. The black fish does closely resemble a filefish, though the ones we found were yellow. The puffers we found were not reef safe, can't recall the species though.
 
Got a positive ID! Juvenile Spadefish. Gonna need a bigger tank! Ha!
